There are a lot of musings about this English nursery rhyme, many with political interpretations.
The first thing I noticed, however, is that it is somewhat odd that Little Jack Horner somehow equates that he is a good boy, by virtue of either the existence of a plum in his pie, or by the fact that he has extracted it. Both seem rather egotistical and out-of-keeping with how children would have been expected to behave in those long, long years past. So we get from this that he is a rather naughty boy and then the speculations can begin....
